GENERAL MANAGER, OPERATIONS

  

Job Summary:

The General Manager Operations will provide leadership to technical teams of professionals with responsibility for providing effective and highly efficient services in support of direct patient care at Health Care Institutions of the South West Regional Health Authority. The incumbent will be responsible for formulating and ensuring the implementation of operational strategies, which meet the expectation of a diverse client-base and are aligned to the Authority’s strategic objectives.    

 

Key Functions:

 

  •  Develops, recommends and oversees the implementation of Divisional policies and procedures consistent with the overall philosophy and objectives of the Authority
  • Provides leadership and guidance in programme planning and implementation, budgetary planning and management and productivity reporting.
  • Develops and maintains organizational systems for the effective performance and smooth delivery of technical support services.
  •  Co-ordinatse the activities of the Operations Division with other Divisions of the Authority and with Medical and Nursing personnel to resolve operational problems and ensures continuous delivery of quality services.
  •  Co-ordinates the development of and ensures the maintenance of a Support system within established international standards.
  • Audits systems and procedures to ensure maintenance and improvement in operational efficiencies in the Division.
  • Provides leadership in the development and implementation of Operational Plans for the Division.

 

Required Qualifications, Skills, Knowledge and Abilities:

 

  • The incumbent must have a Bachelor of Science Degree in an Engineering discipline from an accredited University.
  • Post-graduate qualifications in Engineering, Facility Management, Health Services Management or in a related field.
  • At least ten (10) years relevant experience of which five (5) must be at a senior management level.
  • Knowledge of Project and Resources Management, local engineering codes.
  • Knowledge of Laws, regulations, guidelines, and codes relating to management of health care institutions.
  • Working knowledge of financial and budgetary control
  • Leadership skill, research and analytical skills and good communications skills.

 

 

GENERAL MANAGER POLICY, PLANNING and RESEARCH

 

Job Summary:

The General Manager Policy, Planning and Research will be responsible for the development of policies, strategic planning, and research of clinical and other support services, to ensure the effective co-ordination of all regional initiatives, that redounds to an improved delivery of health and health care services at the South-West Regional Health Authority (SWRHA).

 

Key Duties:


  • Leads the strategic planning function to ensure that SWRHA has effective holistic strategies, which will deliver long-term health improvement
  • Leads all change/development initiatives in partnership with staff and service users.
  • Develops, reviews and communicates policies to stakeholders and provides strategic advice and guidance.
  • Develops systems that provide for the monitoring of organizational performance.
  • Provides support to the Chief Executive Officer in the development and implementation of corporate strategies.
  • Fosters co-operation among the Regional Health Authorities, public agencies, the private sector and customers in an effort to monitor and implement measures that would support Health Sector Reform.

 

Required Qualifications, skills, knowledge and abilities:

  •    B.Sc. Degree in a relevant field with post-graduate qualifications in Business or Health Service Management.
  •  At least ten (10) years experience in the field, of which five (5) years must be in a senior management position.
  •   Experience in a health care environment will be an asset with the knowledge of current issues in health care management and legislation.
  • Knowledge of quality improvement strategies and standards.
  •   Knowledge of organization design and analysis techniques.

FACILITY MANAGER

Job Summary:

The Facility Manager will be required to plan, coordinate and supervise the operations of the District Health Facility. The incumbent is responsible for ensuring the achievement of the overall delivery of quality health care services in keeping with the Facility’s strategic objectives.

 

Key Functions:

  •  Prepares and administers the annual budget for the effective operation of the facility.
  •  Effects processes and procedures for the continuous improvement of the services provided by the Health Care Facility.
  • Formulates, implements and maintains a programme for cost control and ensures cost effective delivery of services.
  •  Prepares annual operational plans and ensures efficient utilization of hospital plant, equipment and supplies.
  •   Integrates and co-ordinates the activities of staff involved in the various facets of the operations at the facility to harmonize the delivery of quality health care services.
  •  Confers with departmental supervisors and members of the professional staff concerning their needs and requirements and takes appropriate action to provide the facilities and services as required.

 

Required Qualifications, Skills, Knowledge and Abilities:

  •   A first degree in Management or related discipline.
  •   At least eight (8) years experience in a similar or related job function, five (5) of which must be at a Managerial/Supervisory level.
  • Comprehensive knowledge of current issues, principles, methods and techniques in Health Administration.
  • Ability to plan, organize, and co-ordinate a wide range of administrative support services.
  • Ability to establish and maintain effective working relationships with members of staff and the public.
  •  Ability to personify, propagate and implement the vision of the SWRHA to subordinates, patients and the public.

 

MANAGER, HOSPITAL ADMINISTRATION

Job Summary:

The Manager, Hospital Administration will be responsible for making decisions regarding the financing and structure of the San Fernando General Hospital. The incumbent works with administrators to plan, strategize and coordinate the health services of a hospital. The Manager will be required to produce reports to analyze the effectiveness of various departments and work to reach financial goals and maintain budgets.

 

Key Functions:

  • Co-ordinates operations and personnel activities to meet Hospital and Health System objectives related to the provision of services within designated areas.
  • Co-ordinates triage activities, as needed, through communication with the Emergency Department, Bed Bureau Management and Medical Director.
  • Plans for disaster management and implements appropriate risk management system/policy and functions as on-site coordinator for internal/external disasters or other major events.
  •  Plans and implements strategic changes to improve service delivery.
  •  Investigates patient/visitor concerns and implements appropriate courses of action.


  •  Provides on-site management/leadership of crisis situations to prevent or minimize disruption of services.
  • Supports clinical, operational and facility services throughout the entire Hospital on a 24-hour basis.

Required Qualifications, Skills, Knowledge and Abilities:   

  •   First Degree in Management or any related discipline.
  •  Post-graduate training in Hospital Administration, Health Services Administration, Public Health Administration or related field would be asset.
  •    At least eight (8) years experience in a similar or related job function, five (5) of which must be at a Managerial/Supervisory level.
  •   Training and experience in strategic management principles and practice.
  •   Advanced computer literacy in Microsoft Office Suite.
  •    Extensive knowledge of the principles, practices and techniques of hospital administration.
  • Considerable knowledge in areas such as general administration, financial management, manpower planning, medico-legal laws, hospital lay-out designs, industrial relations, management information systems and procedures pertaining to government’s financial and personnel operations.
  •   Some knowledge of accepted standards and practices of hospital housekeeping maintenance.
  • Knowledge of Quality Improvement and Infection Prevention and Control.

ASSISTANT MANAGER, HOSPITAL ADMINISTRATION

Job Summary:

This officer will be responsible for the administrative work in the field of hospital administration. The incumbent will be required to assist in the administration of the General Hospital San Fernando. This would involve managing the activities of the ancillary services of the hospital. This position requires the incumbent to work independently using initiative and judgment within the framework of policies and decisions of the governing authority.

 

Key Functions:

  • Supervises and co-ordinates the activities of subordinate staff involved in technical maintenance, general maintenance, supplies, repairs, transport, custodial and domestic services.
  •   Responsible for adherence to practices in keeping with Health Facilities accreditation standards
  •    Assists in the preparation of the annual estimates of revenue and expenditure.
  •     Monitors activities of various sub-sections with a view to solving operational problems and ensuring their efficient functioning.
  •      Institutes programmes of preventive maintenance and corrective work to ensure the proper functioning of all equipment, plant and machinery in the hospital.
  •      Confers with department supervisors and members of the professional staff concerning their needs and requirements and takes appropriate action to provide the facilities and services required.
  •    Investigates and reports on complaints from members of staff, patients and the public.
  •  Ensures that grounds and buildings are properly maintained.

 

Required Qualifications, Skills, Knowledge and Abilities

  •  The incumbent must possess a Bachelor’s Degree in Hospital Administration, Health Sciences or Health Services Administration or any related discipline.
  •  At least eight (8) years experience in a similar or related job function, five (5) of which must be at a Managerial/Supervisory level.
  •   Knowledge of Health Professional Legislation will also be an asset.

PROPERTY SERVICES MANAGER

 

Job Summary:

The Property Service Manager is responsible for the maintenance of all SWRHA’s properties so as to provide a safe, secure and comfortable environment for the delivery of healthcare in accordance with SWRHA’s overall objectives, policies and procedures, statutory obligations and guidelines.

The Property Services Manager is required to provide leadership to a team of people for the planning, development and execution of cost-effective systems for the improvement and maintenance of all infrastructural properties and vehicles within the SWRHA.

 

Key Functions:

  • Develops property maintenance strategies to optimize the quality of the working environment.
  • Implements a financial management system that ensures expenditure remains within budget.
  • Ensures that maintenance standards maximize the cost effective life span of all buildings and vehicles.
  • Prepares and/or reviews specifications, scope of works, bills of quantities, estimates, tender       documents, bid requests etc. for all infrastructural works within the SWRHA. Monitors provision of service against Term of Reference and prepare contractors completion certificate.
  • Conducts annual performance appraisal for all subordinate staff.
  • Maintains an up-to-date vehicular fleet management database.
  •  Sources quotations for related services consistent with SWRHA procurement policies and procedures.

 

Required Qualifications, Skills, Knowledge and Abilities:

  •  B.Sc in Civil or Industrial Engineering from an accredited institution.
  •  A minimum of eight (8) years experience in construction and facilities  management, five (5) of which must be at a managerial/supervisory level.
  •  Working knowledge of computer-based preventative maintenance systems.
  •  Ability to communicate effectively, both orally and in writing.
  •  Ability to manage large multi-disciplinary team.
  •  Any equivalent combination of qualifications, training and experience.

Job Summary:

The General Manager, Nursing is responsible for ensuring that Nursing Services at each facility throughout the South-West Region are organized to provide the delivery of Quality Care in an efficient manner. The incumbent will be required to develop, implement, monitor and evaluate the effectiveness of policies and programmes aimed at ensuring that the nursing practice remains current and relevant within established standards and protocols.

Key Functions:

  • Manages all nursing staff in accordance with the SWRHA Human Resource Policies and Procedures. This includes participating in recruitment and selection process, performance management and appraisal, personal development planning as well as disciplinary issues and appeals.
  •  Provides leadership on the strategic development and operational management of the Nursing Services of the South West Regional Health Authority.
  • Designs, assesses and reviews the management systems, policies and procedures for the delivery of nursing services.
  • Collaborates with other General Managers throughout the Regional Health Authorities to develop strategic plans and operational objective.
  • Provides leadership on the strategic development and operational management of the Nursing service of the SWRHA.
  •  Identifies and advises on training needs for nursing personnel arising from initiatives taken at both strategic and operational levels.

Job Summary:

The Manager, Corporate Communications is responsible for creating, implementing and overseeing communication programmes that effectively describe and promote the organization and services to internal and external audiences through the implementation of appropriate communication strategies.

Key Functions:

  •  Conducts research and analysis of the issues and opportunities which exist within the various internal and external publics and interprets these issues and opportunities to senior management.
  • Develops appropriate policies and procedures to guide communication with internal and external publics and oversees media monitoring and is available for media calls and follow ups as necessary.
  • Oversees adaptation of content for the Web, print publications and other communication vehicles and verifies corporate information before it is disseminated.
  • Participates in meetings to plan the communication activities, reports on these activities and helps determine timetables for activities and projects.

Regional Manager, Psychiatric / Mental Health Services
Job Summary:
The Regional Manager, Psychiatric / Mental Health Services in collaboration with the Head Psychiatric Department is required to efficiently manage all Psychiatric and Mental Health Services within the South-West Region.

Key Functions:

  • Responsible for the operations of the Psychiatric and Mental Health Services within the South-West Regional Health Authority.
  • Advises the Executive Medical Director of Health, the Medical Director and the Board of SWRHA on matters concerning Mental Health.
  • Develops, implements and monitors a regional plan for Psychiatric / Mental Health Services.
  • Establishes policies and protocols and develops informational systems to monitor mental health services.
  • Prepares operational and informational reports.
  • Represents the Authority’s mental health interest with institutions and organization’s locally, regionally and internationally and serves on the Regional Mental Health Committee.
  • Evaluates support staff standards of performance and makes recommendations re: Training Needs, Promotion and Monetary Rewards. Establishes Standards of Performance for staff.
  •  Performs related work as required.

Required Qualifications, Skills, Knowledge and Abilities

  • The incumbent is required to possess a Master’s Degree in Social Sciences, Psychiatric Nursing, Health Administration or Health Planning.
  •  He/she must have at least eight (8) years working experience and training in Psychiatry/Mental Health, five (5) of which should have been at a managerial/supervisory level.
